Portarlington Safe Harbour – Master Plan

About the Plan
Portarlington has been identified in a number of State and Local
Government strategies as a place for development of a safe harbour,
primarily to support the aquaculture industry and growth in recreational
boating. In addition both the City of Greater Geelong and Bellarine
Bayside Foreshore Committee of Management have aspirations to improve
the town centre and the foreshore reserve respectively. Integrating
the planning provides for a more holistic solution that has many
benefits for the community and industry.
A steering committee comprising representatives from Parks Victoria,
City of Greater Geelong, Bellarine Bayside Foreshore Committee of
Management, Department of Sustainability & Environment, Tourism
Victoria, Department of Innovation Industry & Regional Development,
Department of Primary Industries and Marine Safety Victoria has
been formed to guide the development of the plan.
The plan will be the blueprint for the future use of the harbour
and adjoining foreshore incorporating the development of new, or
refurbishment of existing, infrastructure for commercial and recreational
boating, and supporting the local tourism industry within Portarlington.
The plan will incorporate key stakeholder and community views to
ensure that the ecological, heritage, cultural, and amenity values
of the harbour and foreshore are protected.
An economic feasibility study supporting the plan will also clearly
define the economic cost and benefits to the local and broader community
and propose a funding strategy to ensure its successful delivery.
The plan and economic feasibility study will be required to gain
State Government endorsement for the proposed development of the
Portarlington Safe Harbour.
The Draft Plan
The consultation period for the draft plan has now closed. Over
1,200 submissions and one petition were received. Submissions are
now being summarised for consideration and decision by the project
steering committee. A copy of the draft plan can be viewed on the

A report summarizing the submissions will be prepared and made
available on this webpage or by request.
An important component of developing the final draft plan is assessing
the financial viability of the commercial elements of the plan.
This is also likely to result in changes to the plan. Depending
on the extent of the changes to the draft plan further consultation
may be required.
Once the steering committee has endorsed the final draft plan,
formal approval will be sought from the steering committee organisations
before approval is sought from the Minister for Environment and
Climate Change. Pending this, a funding application will be made
to government.
